The board is vested with all the municipal authority not specifically retained by the Town Meeting or other elected boards, and the board has appointed a Town Manager who is responsible for the daily management of the Town.

The board issues the warrants for the Annual and Special Town Meetings, initiates legislative policy by inserting articles in these warrants, and then implements the votes that are subsequently adopted. The board appoints members of most official boards, committees and commissions and holds public forums and hearings on important town issues brought up by these committees and other community groups. They meet an average of thirty to thirty-five times per year, and 2020 was no exception. 

Effective December 2nd and pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting law, G.L. c.30A, §20, and the Governor’s March 15, 2020 Order imposing strict limitations on the number of people that may gather in one place, the board's meetings are being conducted via remote participation with no in person attendance of members of the public permitted using PACTV's Zoom Webinar format. The board welcomes questions and comments from the public on topics that are posted on their public agendas posted here. In this business meeting, public participation is structured to be incorporated at the conclusion of the applicants presentation and board's question and discussion period, but before a public vote on the topic is taken by the board.

In the public meeting, the applicant will first present their request to the board; the board will then ask their questions and voice their concerns, and the applicant will respond. Once that exchange is complete but before a vote is taken, the Chairman will have the webinar monitor queue up attendees to voice their questions or comments related to the topic.

Members of the public who wish to participate will then do so during this portion of the meeting; to be part of the meeting, residents must pre-register as an attendee in the webinar by following this link and registering their name and email address. Log in credentials to enter the Webinar will immediately be emailed to the address specified. There is no typing chat option.
