The board is vested with all the municipal authority not specifically retained by the Town Meeting or other elected boards, and the board has appointed a Town Manager who is responsible for the daily management of the Town.

The board issues the warrants for the Annual and Special Town Meetings, initiates legislative policy by inserting articles in these warrants, and then implements the votes that are subsequently adopted. The board appoints members of most official boards, committees and commissions and holds public forums and hearings on important town issues brought up by these committees and other community groups. They meet an average of twenty-five to thirty times per year, generally every two weeks on Wednesday evenings at 7:00 pm. The 2023 meeting schedule can be viewed above.

The board welcomes questions and comments from the public on topics that are posted on their public agendas posted here. In this business meeting, public participation is structured to be incorporated at the conclusion of the applicants presentation and board's question and discussion period, but before a public vote on the topic is taken by the board.

In the public meeting, the applicant will first present their request to the board; the board will then ask their questions and voice their concerns, and the applicant will respond. Once that exchange is complete but before a vote is taken, the Chairman will ask if there are any attendees present to voice their questions or comments related to the application.
