MVP and HMP Final Plan: Municipal Vulnerability Preparedness & Hazard Mitigation Plan

TOWN OF PEMBROKE'S MUNICIPAL VULNERABILITY AND HAZARD MITIGATION PREPAREDNESS PLAN - click here to view 

The US Department of Homeland Security, Federal Emergency Management Agency (FEMA) Region I Mitigation Division has approved the Town of Pembroke Municipal Vulnerability and Hazard Mitigation Plan effective February 16, 2023 through February 15, 2028 in accordance with the planning requirements of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), as amended, the National Flood Insurance Act of 1968, as amended, and Title 44 Code of Federal Regulations (CFR) Part 201.

The Plan must be updated and resubmitted to the Region I Mitigation Division for approval every five years to remain eligible for FEMA mitigation grant funding. Thank you to all of the staff, boards, committees, commissions, neighbors, business leaders and others who have participated in the process.

The second listening and review session of the draft of Pembroke's MVHMP Plan will be held on February 9, 2022 from 5:00 pm to 6:00 pm remotely. For information on how to register to attend the listening session, please select this link.  

The Town wishes to thank Woodard and Curran who have worked tirelessly with the town since 2019, through COVID delays, and their work in leading and compiling Pembroke's and our stakeholders results to compile the data and prepare the final Plan.

Once the draft of the Pembroke Municipal Vulnerability Preparedness & Hazard Mitigation Plan is reviewed in a second public listening session, the final plan will be presented for publication and posting. Thank you to all of the staff, boards, committees, commissions, neighbors, business leaders and others who have participated in the process!


In September 2016, Governor Baker signed Executive Order 569 instructing State government to help cities & towns to complete climate change vulnerability assessments and resiliency planning. Pembroke received funding from the Satte Executive Office of Energy and Environmental Affairs to conduct a community resilience-building workshop which will feed into the writing of the town's Municipal Vulnerability Preparedness & Hazard Mitigation Plan.

The CRB Workshop, a full-day session, was held on October 6, 2021 in which 100 participants were invited and 32 participated in identifying the natural hazards facing the town and the surrounding area, and the steps that need to be prioritized to reduce risk and improve the town's resilience.

The first of two public listening sessions was held on Monday, October 18, 2021 from 4:30 pm to 5:30 pm in which the preliminary results and feedback were reviewed with the stakeholders who attended. The presentation from Public Listening Session One can be viewed here.
