Alcohol (Liquor) License – Annual

The Town of Pembroke's Liquor Licensing Authority is the Board of Selectmen. ALL Applicants are required to submit both a Town of Pembroke Supplemental Application and an ABCC application; the ABCC forms and license applications are available on the Commonwealth of Massachusetts Alcoholic Beverages Control Commission’s website under “Retail Licenses”.

Complete both applications by typing in the required information into the forms, print them and then sign them for hand-carried, personal submission to the Selectmen’s office. All paperwork in the ABCC matrix of addenda must be submitted with the application with the exception of the advertisement, abutters notification and LLA form which are prepared in the Selectmen’s office during the period of advertisement prior to the hearing. Please note the final page of attachments and ensure that the forms are complete, as incomplete applications will be rejected. The ABCC's EPAY receipt for proof of payment of their $200 fee, a Certificate of Good Standing from the Massachusetts Department of Revenue and a Department of Unemployment Assistance Certificate of Compliance is required.

In addition to the ABCC Application, the Town of Pembroke Supplemental Application is required: for a pouring permit with food prepared onsite, a Common Victualer's License application is required. All pouring licenses require a Special Permit to Operate a Liquor Establishment/Restaurant (from the Zoning Board of Appeals), the Fire Certificate/Certificate of Occupancy (from the Building Department), a Liquor Liability Insurance Certificate (obtain this form from your Insurance Company), and Server Training Certificate (manager must complete a server training course such as ServSafe or TIPS).

Once all of these documents are complete, bring them to the Selectmen’s office with proof of identification in the form of a government issued ID to complete the iCORI acknowledgement form. If the manager and president are two different people, each must complete and sign his or her own CORI Acknowledgement Form.

The local application fee may be paid at the time of submission in the form of a check made payable to the Town of Pembroke in the amount of $100.00 for processing and advertising. The fee for the license may be paid when the license is picked up: all-alcohol licenses are $2,000; wine and malt licenses are $1,250. A Common Victualer's License is $50.

With complete application submissions, the date and time of the public hearing before the Board of Selectmen will be set and the advertisement will be placed in the local newspaper by the Selectmen’s office.

The Town of Pembroke has no quota for on-premises, Section 12, all alcohol pouring licenses for restaurants.
