BOARD OF HEALTH MEETING MINUTES
September 29, 2008
The meeting opened at 6:40 p.m. Wilson Whittaker and Lisa Cullity were present. Board reviewed correspondence, approved minutes, signed payroll, accounts payable voucher, Nangle Associates permit applications for compost disposal and septic permits.
101 Washington Street – Paulina Phillips appeared before the Board with her concern about the newly installed septic system. She complained of water pooling in her yard because of the height of the mounded install. Phillips wanted the system to be lowered to keep her yard level. Cullity explained that the system would not function correctly if it was lowered more than the variance the Board already granted. Cullity suggested Phillips call the installer to see if he can fill in low area or dig a trench to direct water away from yard.
290 Elm Street – Variance requested to lower separation from ground water from 4’ to 3’. Whittaker moved to approve; Cullity seconded. All in favor.
Scrap metal removal proposals – The Board reviewed three proposals for removal of scrap metal from the recycling center. Whittaker moved to recommend A.E. Wood be awarded the contract; Cullity seconded. All in favor.
The public meeting closed and a public hearing opened at 7:15 p.m.
279 Elm Street – Request for reduction of sideline variance from 10’ to 6.2’. Michael and Susan Tyler, 31 Taylor Street (sideline abutters), Peter Adams, 279 Elm Street (property owner) and Al Vautrinot , ( engineer), were in attendance. Tylers had concerns regarding system: (1) if the land was surveyed (yes); (2) will there be an aesthetic buffer of trees (trees have to be removed up to 5’ from lot line - yes to bushes / shrubs and will keep the trees at property line); (3) will new owner develop property (no, he wishes to keep it as is); (4) will owner be living on the property (yes); (5) who bought the other lot next to 279 Elm (Adams). As there are 2 lots included in the new purchase, the question of whether the system could be installed on the other lot was feasible. The Board explained that the area chosen for the new system is the only place it will fit as the system must be installed on the same lot as the house it serves. Board also stated that the house must remain a 4-bedroom. After all questions and concerns were satisfactorily answered, Whittaker moved to approve the variance; Cullity seconded. All in favor.
The public hearing closed and the public meeting reopened at 7:35 p.m.
Vincent Flaherty, 205 West Elm Street – concerned about the septic systems on Blueberry Lane lying in ground water. Cullity charged the health agent to check on said systems and to write letters to property owners who have not had new Title V compliant systems installed.
Whittaker moved to adjourn at 8:10 p.m. Cullity seconded. All in favor.
