BOARD OF HEALTH MEETING MINUTES

June 22, 2009

 

 

The meeting opened at 6:34 p.m. Scott MacInnes, Chair, Lisa Cullity, Clerk, and Elizabeth Cytrynowski, member, were present. The Board reviewed correspondence, approved minutes, signed payroll and accounts payable voucher.

Discussions:

· Regarding Board of Health meeting of June 18, 2009—office policies. Board compiled a list of office policies that included a “no cash” system. This allows no cash over the amount of $1.00 to be transacted between the office and parties seeking copies, licenses, etc. If cash is presented, party must go to the Collector’s office with said cash and acquire a receipt from that office. That receipt will be presented to the Board of Health office upon pick up of the requested items or submittal of licenses, permits, etc. Checks and money orders will be accepted.

· Cullity moved to accept the Board of Health July and August meeting dates: July 6, July 20, August 3, August 17 and August 31. Cytrynowski seconded. All in favor.

 

Dennis Haen, 20 Lowell Road—re: 591 Center Street Title V inspection. A Title V was conducted without calling the required 24 hours in advance and receiving a cover sheet number. Haen claimed he did and went on to explain that the house was vacant and the 40-year old cesspool was dry. Cullity noted it was sandy soil and moved to accept the Title V as submitted. Cytrynowski seconded; all in favor.

Vin Flaherty, 205 West Elm Street—questioned the Board about the cost of disposal of fluorescent tubes at the recycling center. Cullity informed him that residents may dispose of a maximum of 6 tubes per year at no charge. Anything over that will incur a $1.00 per tube fee. Flaherty also questioned why he may no longer bring left-over pastries from Au Bon Pain for consumption to the recycling center. He claimed he has done this for the past 4 years. Cullity said she would check with the recycling and landfill manager.

Quinn Keegan, Cole Keegan, Kathleen Keegan (mother), 20 Owls Head Bluff Road. The boys presented to the Board a plan for selling snow-cones at playgrounds and other venues. Cullity explained to the young Keegans that to sell snow-cones, they needed to have a food service license. In order to receive a food service license, the health agent has to inspect a restaurant-quality kitchen as a base of operations, where the equipment is stored and cleaned and where the supplies are kept along with provisions for hand-washing / glove use, proper temperatures and certification through Serve-Safe or equivalent. She continued to explain that a home kitchen never qualifies due to contaminants such as pets, hair, clothing, etc. Cullity suggested they sell packaged slushies, packaged candies and canned or bottled soda, water and juice. Cullity also said they would not need any Board of Health license to sell those packaged items, but that they should check with the Town Clerk and Selectmen to see if they needed a business license.

Hazardous Waste Day—Due to budget cuts, the principal clerk discussed possible options for the Board to have a hazardous waste day. For example: permit items that are not accepted at other local locations.

 

Cullity moved to adjourn at 8:10 p.m. Cytrynowski seconded. All in favor.
