BOARD OF HEALTH MEETING MINUTES

September 24, 2007

The meeting opened at 6:35 p.m., with members Lisa Cullity, Wilson Whittaker and Scott MacInnes present. Board reviewed correspondence, signed septic permits and vouchers.

Discussions:

· Metal building at recycling center – agent said it was taking longer than anticipated but building is on its way.

· Meeting with selectmen / DPW in January 2008 or thereabout to discuss:

1. moving recycling center with project date

2. consider trash disposal and draft article for Town meeting

3. agent to speak with Jeff Nangle et al about timelines for closing landfill

· Old Colony Scrap Metal can provide more services. No definite decision made.

· Recycling center capping overseer / manager: must wait until position is created and for the proper time to bring on board. State must sign off on capping plan before Town can apply for transfer station permit.

· Watershed – Stetson Pond: Whittaker stated they had two meetings and the Conservation Commission may be acquiring 160 acres of cranberry bogs after June 2008. Septic systems around Stetson Pond should be updated. Whittaker said the next meeting is the 3rd Thursday in January 2008, 7:30 p.m. at the Library.

· Pond harvester should be used annually to keep plant growth at bay.

· Pembroke Woods (Alexan Woods)

1. Abate only 55 units for vacancy (as per the report submitted at the 8/13/2007 BOH meeting by Jay Russo).

2. Alexan Woods must provide proof of low utility usage for those units.

3. Alexan Woods must list how many units per building are vacant on a monthly basis.

4. Alexan Woods must notify Board of Health of occupancy of each unit that is currently vacant as of this date.

5. Once a unit is occupied (even for one day during that fiscal year), the vacancy abatement will be reversed, a bill will be processed and sent to Alexan Woods for payment and no other vacancy abatement will ever be issued for that unit whether it becomes vacant or not.

6. All units will be abated for other means of disposal as long as Alexan Woods contracts with a Town licensed trash hauler.

7. Alexan Woods must provide copy of contract with trash hauler to the Board of Health upon renewal of contract, otherwise no abatement for other means of disposal will be awarded.

30 Bonney Street – Variances:

· Reduction: SAS 12’ of an existing foundation from 20’

· Reduction: SAS 40’ from wetlands from 50’

· Increase: SAS 3.5’ in the ground with adequate venting from 3’

· Allow septic tank 270’ instead of 400’ to public water supply

· Allow SAS 255’ instead of 400’ to public water supply

Whittaker moved to accept variances. MacInnes seconded. All in favor.

MacInnes moved to adjourn at 7:45 p.m. Whittaker seconded. All in favor.
